Bipartisan House Lawmakers Propose Two-Year Extension for Obamacare Subsidies Amid Shutdown

A bipartisan group of House lawmakers released a “statement of principles” outlining a potential compromise to extend the enhanced subsidies under the Affordable Care Act (ACA), commonly known as Obamacare. The proposal comes from Republican Representatives Don Bacon of Nebraska and Jeff Hurd of Colorado, alongside Democratic Representatives Tom Suozzi of New York and Josh Gottheimer of New Jersey. This marks the first detailed public effort to address health care policy since the government shutdown began 33 days ago.

The proposed framework envisions a two-year extension of the enhanced premium tax credits, with an income eligibility cap ranging from $200,000 to $400,000. This income threshold would phase out subsidies for higher earners, ensuring that financial aid targets those in greater need. Additionally, the plan includes “guardrails” to prevent fraud, remove subsidies from ineligible or deceased individuals, hold insurance brokers accountable, and increase transparency so recipients understand the extent of their aid.

The lawmakers stated that despite differences, they found a reasonable path forward to maintain the ACA’s subsidies, emphasizing bipartisan collaboration as essential to addressing the healthcare affordability crisis facing millions of Americans. They expressed hope that this “shared statement of principles” will encourage Congress to resume work and break through the current gridlock.

The Democrats continue to insist that any agreement ending the government shutdown include an extension of these subsidies, which are set to expire at the end of the year. However, GOP leaders and former President Donald Trump have declined to negotiate on healthcare until the government reopens.

This bipartisan proposal reflects growing frustration with the ongoing impasse, especially among moderate Republicans eager to avoid premium spike consequences for their constituents.
