Investigation teams are working around the clock to unravel a years-long project orchestrated by Jaish-e-Mohammed that saw the transformation of a university doctor into “Madam Surgeon,” a critical architect behind a broad terror strategy. The person identified at the heart of this cross-border blueprint is Dr. Shaheen Shahid, aged 43, whose underground moniker has become central to the terror module blamed for the November 10 New Delhi car blast and a widespread plot targeting six cities.
Authorities have named Shaheen as a pivotal asset after her arrest in Faridabad, finding key evidence in the form of seized electronics, handwritten diaries, and planning documents. These materials highlight a plot scheduled for December 6, designed expressly as an act of vengeance for the Babri Masjid demolition of 1992. The recovered records reveal the scope of the “D-6 Mission”—outlining selected city targets, recruitment strategies, transfer of funds, and secure modes of communication. Also implicated are Kashmiri doctors Muzammil Ahmad Ganaie and Umar Un Nabi, who reportedly joined Shaheen in 2021 as part of a broader structure supported by JeM.
Investigators have followed a money trail revealing a 20-lakh rupee hawala channel, moved through a Jaish handler to finance the trio’s activities. These funds allegedly paid for recruitment, safehouse rentals, secure mobile devices, and multiple reconnaissance efforts. As part of the probe, financial records across Shaheen’s bank accounts in Kanpur, Lucknow, and Delhi are under review for connections to foreign sources and unexplained activity including large-value transfers and cash withdrawals.
Authorities are also reconstructing Shaheen’s movements while she was stationed at GSVM Medical College in Kanpur. This includes gathering entry logs, duty schedules, visitor records, and details about her places of stay between January and October 2025. Colleagues recall her as a reserved doctor from Lucknow, who often brought her child to work, kept to herself regarding her personal life including her divorce, and regularly maintained good relations with female staff members. In December 2013, she handed over her department leadership responsibilities with promises to return soon, but she disappeared, leaving official letters unanswered and staff unable to locate her. She was finally dismissed in 2021 after correspondence failed and an address check proved unsuccessful.
Intelligence officials have determined that in March 2022, Shaheen and others traveled to Turkiye for a key meeting with ISI handler Abu Ukasha, where the December 6 mission reportedly received final approval. The investigation has traced a timeline from an ideological shift that began in 2010, subsequent recruitment into Jaish circles during 2015-2016, and organized planning that unfolded from 2021 with direction from handlers in Pakistan. Former colleagues remember her transformation after encountering an Indian-origin doctor abroad who introduced her to radical material; her change in attire, adoption of a hijab, and discussion of moving overseas became regular. By 2021, her commitment was evident—when questioned by family over her decision to leave behind her work and personal life, she explained: “I have lived enough for myself. Now, it’s time to repay the debt of my community.”
This case continues to expand as agencies analyze professional networks, overseas communications, and ideological motives fueling the clandestine D-6 Mission.
